[Tracker-discuss] [issue118] Deploy a detector for writing changes.xml

As part of my Summer of Code project I implemented a detector that writes
tracker changes into an XML file. Code of the detector is attached to this
report. It works on Python 2.5. If the Python tracker runs on an earlier
version, let me know and I'll correct the code. Please check it in into tracker
repository and deploy on bugs.python.org.
