You are right - you need to be logged as a project member when the
tracker is restricted.
It seems SF has changed their policy: if you hide the tracker,
it's really inaccessible - not merely hidden (except for project
admins, to whom it is just hidden). That's good - so we *can*
effectively disable the old tracker.
