For avoidance of doubt: are you expecting any submitters to be able to set
the priority ? I thought we had agreed that this was the privilege of
developers, i.e. that *user* would use a *severity* instead. (See current
schema.)
I really do think that the distinction between severity and priority
should be made, no matter how you actually spell the two.

(In my current schema, as well as the live tracker, the 'priority field'
 can be set if you are logged in as developer. Thus, creating an issue
as developer should let you set it during creation, too, but not as a
user.)
