[Tracker-discuss] Reverting to roundup-server

After discussion between me, Izak, Stefan and Richard Jones, we've
decided to revert to using roundup-server behind Apache.

The performance difference should be negligible given that the most
expensive tasks in Roundup are database lookups and queries. The
difference in permission hassles is not negligible, and is negatively
effecting productivity. Richard also pointed out that Roundup's umask
implementation might be buggy. The umask code doesn't have tests yet
because he also uses roundup-server in his configurations and never
actually depended on umask settings.
