[Tracker-discuss] new tracker is up and running, please review !

I created an issue as user 'user' but got an error that 'the administrators
have been notified' of.

I gave user 'user' the email address 'bait at pfdubois.com', which is a
black hole that works, so that I can test mailing-detectors such as nosy.

I certainly hate this schema compared to 'classic' Roundup.
