[Spambayes] Addin Does Not Appear in Outlook 2010

I am running Window 7 and Outlook 2010. After the initial installation, the Addin did not show up in Outlook. I followed the instructions in the trouble shooting guide and ran the outlook_addin_regsiter.exe program under both the administrator and user accounts on my PC and got an error in the log file for both cases.  I also tried reinstalling the program in the non-default directory with the same results.  Listed below is what was in the log file.
