[Spambayes] problem

I recently installed spambayes on a windows XP laptop that I had to
re-install the operating system.  I run spambayes successfully on the other
4 computers I own.  On this one the menu buttons (recover from spam and
delete as spam) do not move the message to the appropriate folder.  I have
deleted the SB menu item, I have deleted the outcmd.dat file, but they still
don't move the files.  I also just removed and re-loaded SB.  Any hints?
