If there is already a configuration file, then the wizard won't appear. So
you could manually put one there for each user, and it won't appear.
Of course, the wizard is there for a reason - the plug-in won't be much use
unless it's configured, the most important part of which is selecting the
ham/unsure/spam folders. You could enter this data in the configuration
file manually, but it would be complicated (unless you have a simple method
of getting the appropriate Outlook ids for the various folders).
