[Spambayes] Can you help

Have you checked to see if Outlook has disabled the plug-in?  (I believe
this only applies to Outlook 2002 (XP) and above).

>From the (Outlook) Help menu, choose About Microsoft Outlook, then click
Disabled Items in the dialog that appears.  SpamBayes might be listed there,
and you can simply reenable it.
