Only my 2c, but "yes" and

"no".  :)

I'm dubious that there's enough money to be made out of tracking down
spammers and suing them to keep lawyer's/ISP's interest.  Then again, NZ
isn't as litigious a society as the US (reputedly) is, so maybe there is :)
