Without getting into debating the merits of white/black listing:

* The commercial offshoot of Spambayes, SpamAtBay, does have
whitelisting capabilities.  You can try out the latest beta by
contacting Sean True.  See the archives for more information.

* It varies, but quite often the Outlook rules run before Spambayes
classifies.  So you could create your own whitelist Outlook rule, and
move these messages to a folder that Spambayes does not filter.
