[Spambayes] Cannot install Outlook plugin

I have tried to install the plugin on a Window 95 computer (don't know if that itself is the problem, but your web page does not say otherwise).

The install appears to unpack, but in the register phase I get the following error in reference to spambayes_addin.dll

Unable to register the DLL/OCX DLLRegisterServer failed; code 0 x 80040201

I tried installing it in safe mode...same result.   Any ideas?
