Initial Comment:
First there should be a short text file in the <cvsroot>/languages directory to give a hint that this directory structure has moved to <cvsroot>/spambayes/languages

In README-DEVEL.txt there is missing the information how the .po file has to be named. Its name is not "*.po" but "messages.po".

Nevertheless I think the localization domain should be "spambayes" not "messages". But that change would require to rename all messages.po files.
