Initial Comment:
First off... a general background of how I prefer to do
filtering as e-mail arrives in my inbox:

1) Filter out newsletters to sub-folders, maybe half a
dozen rules that are extremely specific.  Outlook moves
the message and then stops processing any other rules
for the current message.  These rules are so specific
that it's rare that spam gets through.

2) e-mail sent to a specific account (abuse@,
webmaster@) gets shoved into sub-folders (1 for each
account)

3) Filter out work e-mail domains.  Messages that match
this rule get left in my inbox.

4) Filter out people that I know... anyone on this list
gets left in the inbox.

5) Move everything else to a "Bulk Mail" folder.  (At
this point, the messages are 95% sure to be spammy...)

What I wish is that for rule #5, I had the option of
running SpamBayes on the message... (e.g. SpamBayes
would plug into the Rules Wizard as 3 different
conditions... ham/notsure/spam).  Then I could have 3
rules:

5a) Move everything that SpamBayes says is spam to folder A
5b) Move everything that SpamBayes says is notsure to
folder B
5c) Leave messages that SpamBayes says are ham alone.

The reason that I'd like to wait to do bayesian until
step 5 is that it gives me discrete control over the
process... if I find that too much spam gets through my
whitelist, I can choose to bayesian earlier in the process.

Also, having SpamBayes as part of the rule system,
might clean up the problem where SB doesn't notice new
messages in the watched folder.

Right now, SB works 90% of the time at moving items from my
Bulk Folder to the spam folders.  (I wasn't sure whether it
was a technical reason that you hadn't gone the rule system
route or just something on the to-do list.  Figured I'd
splonk the idea down in writing along with explaining a
usage scenario.)

For the 10% of the time when SB doesn't notice new inbound
e-mail in the folders that it's watching, I've ended up
using the "Filter Messages..." dialog to force it.  (For the
record, I've tried with background processing, without,
dancing with wolves in the pale moonlight...)  

Last week or two, it's been quietly behaving, which makes
the whole idea a moot point.

Can you not do this now?  Why don't you just set spambayes 
to watch only the "Bulk Mail" folder, moving spam to folder A, 
and unsure to folder B.

We all realise that using Outlook's rule system to do 
spambayes work would have a lot of benefits; unfortunately 
Microsoft don't expose the necessary hooks to be able to do 
this.
