[SciPy-user] difference between NumPy and Scipy

i saw the news of NumPy release and SciPy release.
Numpy is said to be the core of Scipy. But why they have different releases?
for example:
      NumPy 0.9.6 released! (2006-03-14) See the Download and Release

      SciPy 0.4.6 released! (2006-02-16) See the Download and Release
Notes pages.

      NumPy 0.9.5 released! (2006-02-16) See the Download and Release
