I don't think anyone is actively working on such. DASSL at least is part 
of ODEPACK which is partially wrapped for scipy.integrate. If you would 
like to take a crack at wrapping DASSL, we would welcome such a 
contribution. F2PY is by far the preferred method for new wrappers.

DASPK 2.0[1] is public domain and suitable for inclusion in Scipy, but I 
don't believe anyone has wrapped it, yet. DASPK 3, however, is only 
available for research purposes, so is not suitable for Scipy.
