I am wondering, if someone has written  
a function for LU factorization with c o m p l e t e pivoting  
in scipy.

Another Matlab implementation is given in the  
Matrix computation toolbox by Higham (gep.m). 
 http://www.maths.man.ac.uk/~higham/mctoolbox/ 
However the conversion from Matlab to Scipy  
is not straightforward (at least in my judgement).
