In case of ATLAS, yes, I think so. 
The latest stable 3.2.1 is not quite stable as you need to apply some
patches. 
And the latest unstable 3.3.>13 seems to be quite stable to me. 
There is a rumor going on that ATLAS team will release a new stable
release soon.
