[SciPy-Dev] master branch open for development of SciPy 1.8.0

I've branched maintenance/1.7.x and master branch is now open for the
development of SciPy 1.8.0.

(There's a strange Windows-only CI failure after bumping to 1.8.0, but it
is getting late)
