[SciPy-Dev] doc git submodule causing issues

 I'm currently experiencing an issue where doc/scipy-sphinx-theme is always
looking like changes have been made to it, even if I've not touched it.
Several times now I've committed it by accident so have had to roll back
changes. Is there a recommended way of preventing this?
