[SciPy-Dev] minor update to CoC

Hi all,

On the NumPy mailing list there was/is a long discussion about adopting a
CoC. In particular, the same one as SciPy. People are in agreement on that
but wanted one clarification - that the list of categories in the diversity
statement was appended with a sentence saying that being in such a category
does not excuse bad behavior.

We would like to keep the SciPy and NumPy CoC's in sync, so that addition
is being made at https://github.com/scipy/scipy/pull/9109 first. The exact
addition is:

   ", to the extent that these do not conflict with this code of conduct."

I plan to merge that PR soon, if there's any objection please comment.
