[SciPy-Dev] help with Fortran + MinGW issue

Hi all,

If anyone wants to have a go at fixing this build issue in Fortran code in
scipy.special on Windows (with MinGW), that would be much appreciated:
https://github.com/scipy/scipy/issues/3395. This is one of the two
remaining blockers for 0.14.0 beta 1 (the other being scipy.sparse issues
with older numpy).
