[SciPy-Dev] Do we have docstring Standards for objects "above" classes/functions?

i.e., modules, sub-packages, packages (have I forgotten anything?)
Semi-rhetorical follow-up: should we develop/promulgate some?  (I don't
_think_ there's presently any consistency in this regard in SciPy; I _hope_
there is in NumPy, though I wouldn't stake my life on it.)
