No, the sandbox package is long dead. It was a snapshot of pysparse
that I took long ago and hacked to use 'scipy core' arrays when we
were considering how to extend the functionality of scipy.sparse.

I think we should remove it. I doubt anyone is using it, but I'll ask
on scipy-user anyway and, if nobody objects, I'll delete it from the
tree next week.
