I think the first is more accurate?

The journal will also have to be hosted someplace reasonably 
stable, so that access to past issues is sustained.  Might 
Enthought be willing to provide space for this?  (I have 
absolutely no right to ask this and no clue about its 
appropriateness; I am just brain storming.)

Assuming LaTeX only submissions, good style file is 
important right off the bat.  I like the JSS style.
