[SciPy-dev] uncommented items in sandbox/setup.py

I notice that in svn 1879, several subpackages have been uncommented in 
sandbox/setup.py. I assume this was a simple mistake, since the setup.py file 
indicates that all the subpackages should be commented out in the file that 
has been checked into the repository. I was unable to build scipy this 
morning until I commented them again.
