[SciPy-dev] Build problerms on various Windows versions

Prabhu suggested something like this earlier.  It is a good idea.  I'd like to
get atlas_info and friends intelligent enough that this isn't necessary, but I
don't have time to do that right now.  Even if I did, the .cfg is a good idea to
allow users to override things.
