[scikit-learn] Changes in Travis billing

I tried contacting them a few times, but they don't really respond in any
meaningful way, or at all.

At this point I'm at a loss, and reading the NumFocus chat and other
packages' experience with
them on the same topic, seems like we just need to move out of Travis.
