Yes, both 2.5 and 2.6 are available on SL (as well as enough of 2.3 to  
provide embedded support).

Twisted seems to be there:

/System/Library/Frameworks/Python.framework/Versions/2.{5,6}/Extras/ 
lib/python/twisted
