For those of you working PackageManager and related bits, you might 
want to stay in touch with the http://pypackage.org/ folks. I seriously 
doubt they are aware of your efforts. At some point the whole PM issue 
needs to move to the distutils sig where it will get broader 
discussion. However, I agree with the current strawman approach for 
discovering the issues.
