I should have mentioned this: I fixed this just before 2.3rc2. Turns 
out there are *two* files: a Welcome file and a README file. The 
Welcome doesn't scroll, ever. The README
scrolls fine. So I've moved the old welcome file to the readme file, 
and used the
first couple of paragraphs of it for the new welcome file.
