You could use PyObjC to write the Cocoa portion of the application, see 
http://pyobjc.sf.net/. I haven't tried to write system menu items in 
Python yet, so I don't know if this is possible to do using the Apple 
provided python in MacOS X 10.2. Using MacPython 2.3, which includes a 
shared library, almost anything is possible including plugin bundles 
(such as a System Preferences panel).
