I was just going through the release notes and noticed Apple have 
replaced the extremely old curses that they shipped under 10.1 and 
earlier with ncurses. My guess is that this may have removed these 
termcap routines from libc and you now have to link with the ncurses 
library or some such. The question remains why configure doesn't detect 
this...
