[Pythonmac-SIG] Framework Python?

Can someone offer an explanation or link to what is meant by a framework
versus whatever is the opposite? I keep seeing it tossed around here and
there and from the context relate it only to OS X. Is it something different
than MacPython or the unix Python in the /usr/bin?
