The conversion routines and such are in the Text Utilities manager.

I think you should be able to call these through calldll. If you try this and 
it works: it would also be a much better example of calldll than what we have 
now (changing LMGetMenuFlash), so I wouldn't mind a donation of example code...

If you don't want to do it this way you may be able to parse the "itl" 
resources, but I've never looked at this.
