[PythonCAD] Importing DXF and DWG

I think the uber-converter programs are to the point where you have 
some preliminary support for DXF->pythoncad.   I had been working on 
the dxf connector, but have been stalled for a few months because my 
free time has been far from free lately.

Chris Somerlot was working on the pythoncad connector, but appears to 
be similarly stalled.

If anyone has perl or python skills and wants to work on this, I would 
be happy to coordinate with you.
