[python-win32] creating disk image

There's a FileStream class in \win32com\server\util.py that
creates an IStream connected to a file.

If you still need SHCreateStreamOnFileEx, put in a feature
request on Sourceforge, and I'll try to get that function added
to win32com.shell.
