[Python-mode] compound-statement-skeletons

Hi Barry, hi all,

transferred `compound-statement-skeletons' from python.el in order to work with python-mode.el.

It defines "if", "for" etc. as abbrevs, whose expansions are functions inserting the skeleton.

Remains a strange bug: abbrev-expansion only works after a RET inside the buffer or a manual call "M-x python-expand-skeleton" first.

If that is called one time, expanding abbrevs/skeletons works fine.

Any idea whats wrong? The bug doesn't exist when called from python.el
