I don't use MS-Windows. Have you perused the docs?

is https://www.liquidweb.com/kb/install-pip-windows/ - but please be
aware that what comes-with varies according to the source used to obtain
the copy of Python, and (perhaps) the version of MS-Win. YMMV!
