RV: CodecRegistryError problem for an IDE.

Apparently, a Python version 3 interpreter is used but it finds
a Python version 2 library. Those versions cannot mix.

I cannot tell you how this mix came into being.
I would try to uninstall Python and then reinstall freshly
Python 3.
