Unable to install "collect" via pip3

Hi
 
I can install collect with pip for python2.7
$ pip install --user collect

However, pip3 fails with this error

I can not figure out what is the problem. Any way to fix that?

$ which python
/usr/bin/python
$ ls -l /usr/bin/python
lrwxrwxrwx 1 root root 9 Apr 16  2018 /usr/bin/python -> python2.7
$ which python3
/usr/bin/python3
$ ls -l /usr/bin/python3
lrwxrwxrwx 1 root root 9 Jun 21  2018 /usr/bin/python3 -> python3.6
