[META] Are the list admins honouring Posting Prohibited demands?

I don't think it's a demand. I gather that he has been banned from
posting on the Python mailing lists, and I think he's just saying
"I'm posting this here because I'm prohibited from posting on
python-list." That's what I took it to mean, anyway.
