Yes 

First-class version detection and management needs to be put into the language
right at the outset if it is to work
If you do it late in the history (like now for python), you need to
1 First detect if first-class version management is supported
2 If yes use it
3 If no use the old ad-hoc ways

So might as well use 3 alone!!
