Trouble getting to windows My Documents directory

Home isn't defined in Windows but somehow is in IDLE?  From a command 
line enter "set home<cr>".  Doing that on my Windows 8.1 box shows:-
HOMEDRIVE=C:
HOMEPATH=\Users\Mark
