Function and turtle help

I think I’m having trouble with how functions operate.  Here is what I have so far for the function to fill in the star with the color red.  It’s obviously not working and not sure where I’m going wrong. 

def fill_color(color):
    color(red)
    begin_fill()
    penup()
    end_fill()

fill_color(red)
