This mail never gets delivered. Any ideas why?

So you should do this:

message.add_header('To', ", ".join(TO))

message.add_header('Subject', email.quoprimime.header_encode(SUBJECT))

message.add_header('Subject', email.base64mime.header_encode(SUBJECT))
