cannot concatenate 'str' and 'list' objects

i changes the .htaccess to 

RewriteEngine On
RewriteCond %{REQUEST_FILENAME} -f
RewriteRule ^/?(.+\.html) /cgi-bin/counter.py?htmlpage=$1 [L,PT,QSA]

but now my webpage presents the error right away.
I dont understand.
