It is an exclamation expressing good wishes. In particular, good wishes 
before drinking. Think of it as a variation on:

"Good health to you"
"Best wishes"
"Sincerest regards"

only less formal.


Does the Internet not work where you are? Googling for "define:cheers" or 
"definition cheers" should have answered that question.
