Generating PDF file in Python

It appears that the open source version of ReportLab does not 
offer the ability to merge FDF data into an existing PDF form.  
Instead ReportLab Plus is required, and commercial license costs 
at least GBP1100 per year for up to 30,000 pages.

Is that correct?
