start .pyo files with doubleclick on windows

C:\> assoc .pyo
.pyo=Python.CompiledFile

C:\> ftype python.compiledfile
python.compiledfile="C:\Program Files\cpython\python31\python.exe" "%1" %*

C:\> _


Use ftype to change the association.
